The Construction Regulations require the Client to appoint a PSDP, if your construction project:
Is planned to last more than 30 working days or 500 person days
Involves a particular risk
Requires more than 1 contractor
The Construction Regulations require that the PSDP is appointed at the start of the design process. In effect, the PSDP should be one of the first appointments you consider making.
The Safety, Health & Welfare at Work Act 2005 require risk assessments to be completed for all workplaces and work activities. A risk assessment is a systematic process of identifying hazards and the controls to be implemented.
A hazard is defined as something with the ‘potential to cause harm’, and can relate to a task/activity or fixed features/machinery in workplaces. Risk is based on an assessment of the severity of the hazard vs. the likelihood of it occurring.
While Irish regulations do require extensive documentation, paperwork and certificates, the end goal is to provide a safe and healthy workplace for all.
Health and safety procedures, implemented efficiently, should not be a burden or overhead. In fact, things done safely are usually also done efficiently and to a good quality standard. In essence, good health &safety goes hand-in-hand with doing things right!
The frequency of site inspections, to a certain extent, depends on the industry, hazards present and risk profile. In general, a written inspectionof workplaces should be undertaken at least every 7 days. In addition to this, informal inspections can be undertaken daily, with any significant issues recorded.
While the terms ‘inspection’ and ‘audit’ are often used interchangeably, they have distinct meanings. A safety inspection is to observe and assess day-to-day activities, to identify immediate issues with compliance. A safety audit is a more formal and systematic review, usually according to a specific standard or management system.
